Arapahoe County's Public Works and Development Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status. Within the Department of Public Works and Development (PWD), the Support Services Division is seeking an Applications Analyst to join our team.

The Applications Analyst is a key member of the Support Services team, serving as the primary technical resource within PWD for maintenance and enhancement of mission critical applications used in business operations. This position functions as the technical expert, applications and data analyst, and report writer for key applications used within PWD. This position also makes recommendations for and supports the implementation of new and strategic technology initiatives. Duties

Serves as PWD's primary point of contact and internal subject matter expert on existing software programs and processes related to PWD infrastructure management and development services programs.

Serves as primary liaison between PWD and the County IT Department as it relates to applications support functions. Works closely with and provides support to PWD's assigned Business Analyst on system upgrade and enhancement projects.

Serves as the on-site technical expert for critical applications, most importantly Accela, in order to provide support to users and meet operational needs.

Understands data contained in PWD applications in order to develop reports needed by users and managers in day-to-day operations and for decision making purposes. Develops reports using Microsoft SQL Server Reporting Services (SSRS); creates SQL queries and other data constructs in order to develop reports and conduct data analysis as needed. Validates data contained in reports to ensure accuracy.

Reviews and analyzes the effectiveness and efficiency of existing IT systems and develops strategies for improving or further leveraging these systems. Effectively delivers recommendations and options that address process/system improvements.

Collects information from users on technological needs and makes recommendations to meet those needs. Effectively communicates and advocates for PWD technological needs with the County IT Department as appropriate.

Provides input on the development and maintenance of the Department's IT Strategic Plan, including providing input on current needs and identifying future trends that may affect PWD operations.

Performs other duties as assigned.

Requirements

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of designing, building, and implementing reports in Microsoft SSRS or an equivalent technology.

Knowledge of building queries using MS SQL.

Knowledge of database architecture.

Knowledge of data integration and analytics methodologies and technologies.

EDUCATION AND EXPERIENCE:

Bachelor's degree in Information Technology, Computer Science, or related field.

Minimum of three (3) years of relevant IT experience that may include applications support, software development, data analysis, database report writing, business analysis, or other related IT experience.

Preference will be given to candidates with SQL and SSRS experience.

Experience working with Accela is a plus.

Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
