Raytheon IIS/GIS provides Operations and Maintenance support for the Intelligence Community Raytheon is currently seeking a Sr. Principal Specialist - IT Project Manager to provide leadership and management over multiple Task Orders operating at a customer site. This position requires extensive customer knowledge, proven leadership and management abilities in a complex matrix environment, understanding of business development/capture processes and procedures, and complete involvement with program management reviews. Additional tasks include specific Task Order focused daily operations, projects or initiatives on current program that achieve customer and Raytheon strategic objectives aimed at future proposal responses. The position will repot directly to the site lead. Responsibilities of this position include: · This position is the IT Project Manager for a proprietary customer contract focused on managing multiple site-based Task Orders. · Lead the staffing of an organization including partner organizations and Raytheon direct reports. · Work with customers, users and the program management office (PMO) to ensure continuous smooth operation of the customer’s IT infrastructure systems. · Work with site maintenance, engineering and PMO to support strategic visions and goals for the program as well as provide leadership to execute projects to achieve those goals. · Work with the contract enterprise organization to ensure enterprise processes are followed and support or run enterprise initiatives as required. · Perform and/or delegate responsibilities to collect, format and present both contract and customer metrics in accordance with contract and customer requirements · Functional management of 70+ Raytheon direct reports and direct oversight over the IT performance of subcontractors and teammates. · Ensure operating policies and procedures are established and followed consistent with Raytheon policies. · Plan and de-conflict resource requirements often with resources that are distributed in a complex matrix organization across many locations. · Ensure corporate as well as customer training needs are implemented and met. · Identify and develop approaches to pursue new opportunities to increase business base. · Prepare and present briefs to internal and external executives/customers. · Mentor personnel and implement diversity of thought and diversification of personnel to build an organization capable of sustained growth. · Lead and execute strategic initiatives and projects in preparation for transformation of customer environment. · Provide capture management support to new Intel opportunities. · Effective financial management of respective Task Order budgets, while meeting or exceeding corporate goals. · Keep current on advances in the field of Information Technology. Required Skills: · Bachelor’s Degree and a minimum of 10 years of relevant experience or 18 years’ experience in lieu of a degree. · Must have demonstrable successful program performance and customer satisfaction. · Must have experience in project management with ability to effectively lead a team to accomplish critical strategic objectives. · Must have experience mentoring employees while being able to maintain individual employee performance standards to meet the customer's mission. · Must have experience in Strategic Planning activities and execute to validated and authorized plans. · Must have excellent communication skills (verbal and written) and able to effectively communicate across teams, sites, and organizations and with the senior leadership team. · Must have experience managing a Level of Effort (LOE) based contract and CLIN management. · Must be able to conduct Risk Identification and Risk Mitigation and Risk Management related to complex IT Systems · Qualified applicants will be subject to a security investigation and must meet minimum qualifications for access to classified information. Active SSBI Security Clearance, current CI Polygraph and U.S. Citizenship required.
