Click here to view: https://youtu.be/qvbCgKpkEds Responsibilities include: The candidate will provide technical engineering leadership across multiple sites for the Systems Engineering, Integration & Test (SEIT) team under the technical guidance of the Chief Engineer and Chief Architect. Candidates should have a history of successful program execution producing outstanding results for their team and the program. This position also takes on the responsibilities as the Deputy Development Chief Engineer by performing the duties of the Chief Engineer when they are not available. The primary responsibility is to provide oversight and technical direction for the system engineering lifecycle to include requirements analysis/management, system design, development, test and configuration management of the products satisfying cost, schedule and specifications allocated to the program. The SEIT IPT lead has authority over all systems engineering output products and has responsibility for the program Technical Performance Measures (TPMs). The IPT Lead manages cost and schedule for the SE activities as defined in the program planning and ensures that the proper mix of resources and experience is available for the program. The IPT Lead is responsible for the test strategy and the integration and verification of the system. The candidate will provide engineering support and technical direction for the execution of the program’s test program, test processes including baseline definition, test architecture design, verification, validation and delivery. Candidates will be responsible for definition and execution of formal testing and regression testing across deliverable releases to the program baseline - driving program performance including cost and schedule for test activities across multiple sites; coordination with the test manager of the test products, schedules and resources. Responsible for the integration with development teams in terms of understanding implications of changes to both the technical and schedule updates and their impact to test. Responsible for integration with operations from a test perspective, ensuring delivered products meet operational needs. The IPT Lead works closely with subordinate engineers to address daily questions and issues which may arise in the course of completing work against schedules and deadlines. The IPT lead plans, organizes, and helps lead technical reviews; evaluates the work of staff through subordinate levels of supervision; provides policy guidance to staff; coordinates engineering designs and builds; monitors the day-to-day operations; provides suggestions for all major technical decisions and designs; and represents engineering on the management team. The candidate will develop, maintain and track system engineering metrics consistent with the internal processes and use these metrics to improve program performance. The IPT lead will review EACs for lessons learned and risk and opportunity capture/mitigation plans. These positions are located at our campuses in Richardson, TX, Aurora CO and Dulles VA Clearance Requirements: Must be a U.S. CITIZEN with a current SECRET clearance with the ability to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with ability to obtain CI Polygraph Required Skills: 10 years of demonstrated experience in systems engineering and test, software engineering, platform engineering or related engineering discipline on a large government system/software development contracts Demonstrated full knowledge of other related disciplines Proven experience as key spokesperson on program’s technical capabilities and future directions Proven experience conducting technical and cost evaluation of RFCs and ECPS Demonstrated ability to work effectively at all levels in an organization and across functions Experience with project management approaches and tools Demonstrated interest and success in improving systems engineering execution via “hands on” activities on programs Demonstrated knowledge and experience of the following systems engineering functions: - Requirements development and management - System architecture - System design - Interface definition and control - Development and management of Technical Performance Measures (TPM) - Subsystem/System integration and test - System integration - System verification and validation - Configuration management - Information Assurance/cyber security Proven knowledge of systems engineering measures and metrics and experiencing applying results to improve program performance Excellent written and oral communication skills. Proven experience providing status briefings to customers and senior leadership Knowledge of Earn Value Management System (EVMS) and current EVM certification or ability to obtain certification within 6 months of hire Experience with Microsoft Office suite of tools, particularly Excel, Project, and PowerPoint Able to work overtime and weekends as required to achieve milestones Ability to the identify, manage, and mitigate technical risk Knowledge of development lifecycle models (waterfall and Agile) and program lifecycle models Able to travel as needed to support program and business goals Desired Skills: Knowledge of or experience with Agile (Safe) development lifecycle Knowledge of or experience with DevOPS Qualified Raytheon Six Sigma Specialist or equivalent Experience developing DoDAF architecture artifacts Experience in CONOPS / OPSCON development, especially in workflow related area to this domain Experience with the development of obsolescence plans and COTS/FOSS Management Strong understanding of EPIC or similar enterprise engineering processes Current Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with CI Polygraph Proven DoD domain experience relative to large scale software intensive development and integration programs (specifically SIGINT, GOEINT and Multi-INT) Education Requirements : 10 years with a BS/BA in Science, Technology, Engineering or Math or related technical degree; 8 years with a Master's Degree in Science, Technology, Engineering or Math or related technical degree 115039
