UCARoffers a variety of programs designed to assist with work-life balanceincluding flexible work alternatives, paid time off and 14 weeks of paidparentWhere You Will Work:The University Corporation for Atmospheric Research (UCAR) manages theNational Center for Atmospheric Research (NCAR) and various UCAR CommunityPrograms (UCP) - all in service of advancing knowledge, providingcommunity-based resources, and building human capacity in atmospheric andrelatThis position supports one of UCP's community programs, the CooperativePrograms for the Advancement of Earth System Science (CPAESS) whoseservices are all in support of the board Earth system science community.CPAESS works with multiple U.S. Federal agencies to provide a variety ofscientific partnerships, scientific program management, and scientificcommunity building services.What You Will Do:Provides financial analysis and award management of a variety of cooperativeagreements, grants, and contracts for CPAESS requiring advanced skillinbudgetdevelopment, projections, analysis, cost control, anddevelopment of related statistics. Manages the lifecycle for assigned awardsas part of the CPAESS administrative team. Works directly with Federalpartners, requiring working knowledge of award requirements, UCAR policiesand OMB Uniform Guidance. Advises and partners with program staff in businessactivities related to proposals, finance, and administration. Preparesreports and documentation for reporting of awards and financial compliance toexternal and internal entities.Responsibilities:Award and Financial Management:Manages the lifecycle for assigned CPAESS complex direct awards includingcooperative agreements, grants, and contracts.Ensures compliance with Federal and sponsor requirements, UCAR policies andOMB Uniform Guidance, generally accepted cost principles and auditrequirements. Responsible for all administrative deliverables of the awardduring the period of performance.Provides oversight of assigned direct awards to flag compliance issues andprovide whole portfolio monitoring for management.Represents CPAESS as an administrative liaison to funding agency sponsorsand/or agency administration on funding and compliance matters. Presentsreports and funding issues to agency sponsors.Provides high-levelbudgetanalysis to track expenditures. Draws upon experienceand independent judgement to identify issues, and outlines recommendationsusing data and evidence. Supports monthly monitoring of accounts includingtracking, reconciling, and projecting expenses and staff allocations toprojects.Provides guidance and draws upon experience to make recommendations tomanagement. Designs reporting andbudgetanalysis templates and creates ad hocspreadsheets.Supports the development of long range and annual operatingbudgets,including regular MTDC estimates, for the Business Manager, and providesoversight ofbudgetallocation and cost control.
