The Systems Engineering, Integration & Test (SEIT) team, Northrop Grumman Mission Systems (NGMS) is looking for you to join our team. The position is Systems Engineering (SE) Lead for the Space Based Infrared System (SBIRS) Ground Programs (CLS/O&M/SFP/S2E2) team supporting Air Force Space Command, DoD, and Intelligence Community customers based out of Boulder, Colorado.

What you'll get to do:

Systems Engineering Lead (SE) position is the leader and coordinator of all technical activities across the SBIRS Ground program. The SE will report programmatically to theNG Program Manager (PM), and work closely with the Engineering Manager (EM) andthe Chief Engineer (CE).This position serves to ensure that all applicable specialty engineering disciplines are horizontally integrated across applicable phases of the SE lifecycle

The SE Lead serves as both a technical leader for the systems engineering team and as an independent advisor to the Program Manager. Candidate skills includetechnical depth, excellent communications skills, leadership skills, contract awareness and customer intimacy.

Major responsibilities include assuring engineering achievement of technical program objectives on budget and schedule commitments. This role also provides technical leadership of the SE discipline to the SBIRS Ground programs (elevating issues, providing status and technical direction to the engineering team).

Roles and Responsibilities:

  • The SE Lead will Manage:

Ø Manage SE cost account

Ø Manage technical baselines (e.g., within this document the term technical baseline is defined as user requirements, program and product information, and related documentation for all configuration items. requirements)

Ø Manage Technical performance measures (TPMs), per applicable Command Media and program processes.

Ø Systems engineering resources on the program, coordinating resource needs or concerns with Engineering Manager

Ø Execution of SE processes, as captured in the System Engineering Management Plan (SEMP)

Ø Production of core SE products, tracking the work products and associated program dependencies in the program schedule.

  • The Systems Engineering Lead is also responsible for:

Ø Collecting required material, executing, and closing technical reviews (e.g., SE peer reviews, Preliminary Design Review (PDR), Critical Design Review (CDR), Pre-test reviews, Post Test Reviews, Pre-Ship reviews.

Ø Physical Configuration Audits (PCAs), Functional Configuration Audits (FCAs).

Ø Oversee system configuration management, in accordance with applicable Command Media and program processes.

Ø Be interface to customer for program technical baseline including the systems requirements.

Ø Be responsible for collecting and reporting SE Leading Indicator metrics data, in accordance with applicable Command Media and program processes.

Ø Ensure, in coordination with the EM, that qualified personnel are assigned to the program, as appropriate, to execute the SE core functions as defined in accordance with applicable Command Media and program processes.

Ø Define SE work product compliance criteria for each SE work product in accordance with contract requirements and sector Command Media (the term compliance criteria' refers to the minimum set of content that must be created in order for the work product to be considered compliant).

Ø Continually coordinate between the CE, EM, Program Manager (PM), and customer to ensure the integrity and executability of the program technical baseline, this includes coordinating system integration across program Integrated Product Teams (IPTs) sub-teams. and technical disciplines

Ø Ensure SE process is enforced within the program sub-teams

Ø Develops alternative courses of action, workarounds, and fallback positions with a recommended course of action for each risk, and monitors and re-evaluates risks at appropriate milestones using earned value management (EVM) data.

Ø Works from top-level system requirements to define and organize the detailed tasks/schedule/skills required to meet the requirements within cost and schedule constraints.

Ø Possesses excellent communications and organizational capabilities. Must be able to establish and maintain effective customer communication. Must be able to generate and evaluate Engineering inputs to proposals.

Ø Additional duties include providing input to personnel performance evaluation, employee development, recruiting, and workload planning/forecasting.

Basic Qualifications:

  • Bachelors of Science or higher in: Engineering, Systems Engineering; Electrical Engineering; Computer Science; Physics; Math; Electrical Computer Engineering or closely related technical area and 9 + years of Systems Engineering experience

  • Active DoD Top Secret clearance with ability to obtain and maintain a TS/SCI

  • At least 10 years of technical experience working with Space Based ISR & related Ground Systems and programs and the integration of complex systems

  • Previous experience as a Product Team Leader, Architect or Engineering Discipline Team Lead (SE/SW/HW).

  • Proven Cost Account Management (CAM/EVMS) skills

Preferred Qualifications:

  • Masters or PhD in: Engineering, Systems Engineering; Electrical Engineering; Engineering Physics; Computer Science; Physics; Math; and Electrical Computer Engineering or closely related technical area.

  • Possession of an active current DoD TS/SCI Preferred

  • Familiarity with Model Based Systems Engineering (MBSE)

  • Program Management experience.

  • PMP Certification.
