Full Job Description is listed on Douglas County WebsiteThe IT Senior Systems Analyst acts as an expert member of the Land SolutionsTeam within IT Application Services. This role is responsible for the overalldevelopment, configuration, maintenance, administration and technicalsupport of platforms, and related applications, to ensure systemintegration with business operations and application lifecycle managementstrategies. The position will serve as primary support of the County's LandManagement Systems utilized by various departments and integrated with otherenterprise systems.ESSENTIAL DUTIES AND RESPONSIBILITIESKey duties and responsibilities of this Senior IT Systems Analyst positioninclude, but are not limited to, the items listed below.Serves as an application owner of the County's Land Management systems forthe lifecycle of these systems.Coordinates with the county's Land Solutions Manager and Land Solutions teamon the integration of the County's enterprise systems.Provides support (e.g., configuration, installation, maintenance)for various enterprise-wide applications.Develops and maintains standard operating procedures for all processes andanalyses required by County systems.Assists the IT Application Services team in the development of applicationlifecycle strategies, preventative maintenance/management, renewal andreplacement, and financial planning approaches.Monitors and responds to incidents and requests related to County systems.Assists with enhancement requests made with the application vendors.Coordinate with County's PMO on project efforts by identifying scope ofeffort, writing test cases for system improvements, and tracking projectdocumentation as necessary.Evaluates current trends in IT - principles, practices, procedures, andtechnology; makes recommendations for implementation; assists in thedevelopment of operational priorities related to a business unit's needs.OTHER DUTIES AND RESPONSIBILITIES:This role will assist in defining project scope, requirements, timeline,adequate hardware/software solutions, and milestones.Responsible for the configuration, custom development, testing andmaintenance of production software systems.Providing capacity planning, monitoring and maintenance of designated systems.Develop and maintain relations with 3rd party support and vendors.Understanding, in depth, the business processes supported by the systemParticipates in team-based development and support environments.Implements software as or on behalf of the business unit's subject matterexpert (SME) providing technology improvements to expand businesscapabilities provided by the department/office.Adheres to established Douglas County best practices, standards and agreedupon design patterns for application implementation, applicationconfiguration, user interfaces, integration, naming, and testing onthe application platforms they support.Analyzes and documents business users' requirements, clarifyinginconsistencies, conflicts, or ambiguities, to effectively modelbusiness processes in software.Evaluates techniques and processes and makes recommendations that will improvethe team's effectiveness and capabilities.Configures and migrates system and application parameters across multipleinstances, ensuring consistency of the solution configurations.Troubleshoots and resolves application, configuration and data integrityissues for all assigned solutions.Creates and maintains reports on the supported platform(s).Collaborates with IT teams to define, operationalize and deliver IT services.MINIMUM QUALIFICATIONS:EDUCATION and/or EXPERIENCE:A Bachelor's degree in Management Information Systems, GeographicInformation Systems, Computer Information Systems, or a closely relatedfield from an accredited college or university is required.Two years' experience working within Waterfall or Agile Methodologies isrequired.A minimum of two years of experience writing Structure Query Language(SQL) queries is required.Five years' experience of p
