THIS IS A TEMPORARY POSITION THAT BEGINS IN THE FALL

OBJECTIVE:

To continuously improve all services provided to clients through programs and to internal audiences through administrative service using a systematic process of monitoring critical performance indicators and developing and executing strategies to improve the process and outcomes of all services.

QUALIFICATIONS:

One year previous LEAP experience required. Bachelor’s Degree in Business Management or an applicable field or equivalent combination of training and experience. Must be able to speak, read, write and understand English. Must have experience working with computer systems such as client tracking systems, Microsoft Office Suite and Adobe. The incumbent must have excellent written and verbal communication skills, offering and exchanging information with others so that the intended meaning is clarified and understood. The incumbent must demonstrate the ability to interact with various internal and external customers, and process multiple inputs. The incumbent must have the ability to work independently and cross functionally as a strong team member. The incumbent must demonstrate flexibility within the framework and pressure of established deadlines. The incumbent must be detail oriented, able to learn specific rules, regulations and standards to maintain compliance and conformance. The incumbent must have the ability to multi-task, be organized and have time management skills. The incumbent must be neat and professional, always representing Discover Goodwill of Southern & Western Colorado well. The incumbent must be process-focused, data-driven and results-oriented. The incumbent must attend the mandatory State LEAP training. The incumbent must maintain confidentiality of all clients and staff. Weekend work will be required.

Incumbent will complete a background check and drug screening after an offer has been made. As a role that handles very confidential information the incumbent may be disqualified if they have a criminal record for illegal drug use or sale, financial fraud, identity theft, physical abuse, crimes involving violence and/or theft. We do consider the specifics of the offense, including how long ago the offense took place. A valid Colorado driver’s license without a history of violations will also be required with current automobile insurance and vehicle.

KEY RESPONSIBILITY AREAS:

Continuous Quality Improvement Process

System Improvement Specialist is responsible for identifying training, conducting additional “in-house” technician training, reporting/file update needs as well as refining and updating processes The System Improvement Specialist will provide timely feedback to all staff and provide guidance to staff on rules and regulations, policies and procedures. In addition to the above, System Improvement Specialist will respond to all program appeals, prepare appeal packet presentations and represent Discover Goodwill of Southern & Western Colorado in all scheduled appeal hearings during the LEAP program year. The System Improvement Specialist will identify updates in services needed, ensure improvements are made by developing a course of action/work plan, assigning tasks and timing of each. The System Improvement Specialist will recognize inefficient or ineffective processes and proposes or develops alternative solutions based on Continuous Quality Improvement Systems.

Overall Support and Quality Focus

The System Improvement Specialist will check appropriate state and agency regulations, processes and reports, ensure all stakeholder input is received from Customer Survey results, review past outcome measures as well as administrative quality indicators. The System Improvement Specialist will also ensure LEAP program is in compliance with rules and regulations and be actively prepared for both scheduled and unscheduled audits. An audit protocol must be developed and followed and file audit results. System Improvement Specialist may be asked to be an active participant in, assisting with plan development, suggested course of action, and necessary training. The System Improvement Specialist will prepare and review files for State and County monitoring reviews as well as prepare a corrective response for Department of Human Services for any errors found as a result of this monitoring.

Quality Program Tracking and Reporting

The System Improvement Specialist will review all applications until technicians are 100% accurate, as well as conduct random case file checks on a monthly basis. The System Improvement Specialist will execute and monitor outcomes, determine if the process should be completed in the same way, with modifications and/or identify barriers to improvements. In addition, the System Improvement Specialist will maintain the caseload characteristics database, grievance/complaint logs and assist with the maintenance of trend analysis statistics.

Relationship Management

The System Improvement Specialist is responsible for ensuring open communication. Through the collection and telling of success stories, the incumbent will promote stories to clients and funders and highlight the recognition program. In addition, the System Improvement Specialist will ensure there is an ongoing feedback loop to discuss quality improvement plan and outcomes with staff, management and will keep the Program Manager informed of progress, considerations, and pertinent information. In addition, the incumbent will participate in team meetings and in-service training sessions as required. The System Improvement Specialist will deal effectively and calmly with non-routine situations following accepted guidelines and perform other duties as required by the Program Manager.
