Your Impact:

Jacobs is seeking a Integrated Logistics Support Manager (ILSM) to support the newly awarded NISSC II contract. Your career at Jacobs enables NISSC to fulfill its mission to “provide classified communications and processing for Command and Control (C2) capability in organizational work centers at NISSC sites.” As a member of our team, you will support corporate and customer mission to provide world-class IT services and support that connects systems and users across NORAD in the areas of software development/maintenance, network services, cyber security, systems administration, and other mission-critical areas.

Integrated Logistics Support Manager (ILSM) will serve as the senior logistics management leader for sustainment and acquisition of all equipment and digital assets on the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex (NCMC) - Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) and Space Support Contract II (NISSC II).

This position requires someone who is an expert in ILS (Integrated Logistics Support) Management. The role resides in the sustainment/engineering directorate and oversees the execution and continuous improvement of all Logistics processes and systems - a ILS Subject Matter Expert. The position requires in-depth knowledge in the processes, MIL STDs, and tools used to Integration Logistics Support.

The ILSM will be responsible for planning and technical execution in the development of Integrated Logistic products and services (including technical documentation, training, RAM, provisioning, etc.) for NISSC II. As well as, development and delivery of solutions that meet the program requirements using industry accepted principles, concepts, and approaches in the delivery of logistical products and services ensuring that contractual requirements are adhered to in delivery of products and services to the customer. The ILSM serves as a consultant and advisor to internal management and as an external spokesperson to the customer on technical progress and status. They are also responsible for coordination of efforts of field service personnel

acting as a liaison to SPO leadership regarding ILS concerns. They will compile data on standardization and interchangeability of parts to expedite logistic activities, review and analysis of customer requirements and communicating with the customer to define new requirements and scope, while managing and reporting on data/material. Performance of Demand forecasting, provisioning, and project spares deficiencies, providing the information and adjustment recommendations to the customer in a timely manner. Manage and support of all steps necessary to maintain accurate systems planning, allowing Operations to operate to schedule management of customer owned material and systems, through in stock process, repair cycles, etc. Management of internal/external auditing of customer inventory and systems. Management of ILS Planning for: facility requirements; classified material; support equipment; safety and environmental. Development of growing needs for bonded storage and present recommendations to management. Utilize SAP and/or other systems to determine and manage requirements obsolescence activities including the following:

  • Monitoring program systems to identify obsolescence risks

  • Investigating potential mitigations for obsolete and near obsolete parts

  • Supporting Obsolescence Management Working groups and Integrated Product teams

  • Reporting system obsolescence health statistics and maintaining various obsolescence databases

  • As a Senior Integrated Logistics Support (ILS) Engineer your responsibilities may also include financial reporting, workload planning, and support to proposal efforts.

In depth knowledge and demonstratable application of the 12 Integrated Product Support Elements (PSEs): Product Support Management (PSM); Design Interface; Sustaining Engineering; Supply Support; Maintenance Planning and Management; Packaging, Handling, Storage & Transportation; Technical Data; Support Equipment; Training and Training Support; Manpower and Personnel; Facilities and Infrastructure; and Computer Resources.

Manages, monitors, evaluates, and coordinates ILS plan implementation.

  • Planning, developing, and executing logistic program activities from conceptual stage through life cycle of product.

  • Developing and implementing logistics program activities including ILS, technical documentation, RAM, provisioning, etc.

  • Coordinates efforts of field service personnel; resolving logistics problems; and compiling data on standardization and interchangeability of parts to expedite logistic activities.

  • Provides logistics documentation to establish the range and depth of spares, tools, test equipment and related manuals to be deployed and stocked.

  • Reviews configuration changes to evaluate impact on logistics deployment.

  • Plans, schedules, and manages the efficient movement of material from receiving, or the warehouse, to production.

  • Provides logistics support, manage logistics data, develop, update and review logistics documents, and respond to logistics data calls.

  • Develops logistics input for briefs and other logistics documentation required by Programs of Record.

  • Develops trade and logistics studies to determine the most cost-effective approach.

  • Captures, analyzes, develops, and validates vendor and field Reliability, Availability and Maintainability metrics.

  • Reviews and analyzes logistics impact in configuration management documentation and engineering change proposals.

  • Monitors complex military systems component maintenance policies, procedures, and failure trends to ensure established procedures are within the maintenance philosophy of the operational community

  • Directs development, review and delivery of equipment documentation management, technical library management, drawing(s) updates, technical manuals and drawings verification and validation, monitoring of factory acceptance testing, failure trend analysis, identification of spare and repair parts requirement, development of logistics requirements for new systems, identifying qualified replacement components for obsolete hardware and on-site logistics support as required.

  • Manages, reports, and consolidates various data points to track trends that help inform leadership of Sustainment activity

  • Presents and participates in Program Reviews, external customer meetings and team status meetings

  • Leads the planning and execution of preventative and corrective maintenance events for systems deployed globally

  • Leads the development of Integrated Logistics Support strategies for various programs as they transition from development or production into sustainment

  • Develops integrated logistics support plans

  • Directs development, review and delivery of Sparing Analysis.

  • Controls the flow of material and assets from vendors to production and repair, and ultimately to customer or manufacturing sites.

  • Defines and develops logistics support requirements, plans and schedules; performs life cycle cost, reliability, maintainability, and availability analyses.

  • Performs testing and analyzes technical data and reports to determine/formulate specific recommendations regarding spare/repair parts and support equipment.

  • Builds relationships with manufacturing, suppliers, and customers through the resolution of delivery issues.

  • Analyzes and provides input to drawing documentation and technical orders.

This position is expected to pay $90,000 – $100,000 annually; depending on experience, education, and any certifications that are directly related to the position.

Here’s What You’ll Need:

BS in a STEM discipline or BA in Mathematics, Computer Science or Physics

Active DoD Secret Clearance

U.S. Citizen

12+ years of logistics experience with at least 6+ years leading logistics supporting complex military systems

  • Experience in developing obsolescence mitigation options

  • Experience with product and procurement management systems such as: Peoplesoft

  • Experience interfacing with manufacturers and suppliers

  • Background in component engineering, including guiding component selection.

  • Experience with a wide application of technical theories and concepts related to system logistics/sustainment/production activities/obsolescence.

  • Experience in preparing customer and/or management level briefings.

  • Experience in development of technical and cost proposals.

  • Experience with program and project tasks, including managing cost and schedule as well as associated reporting.

  • Proven multi-disciplinary leadership and technical skills to engage peers, superiors, and subordinates. Working knowledge of, or experience with configuration management processes as part of the product life cycle

  • Proficient with the MS Office suite; specific competence with data analysis and manipulation using Excel and Access.
