LinQuest Senior Military Operations Analyst, #4849 in Colorado Springs, Colorado

DescriptionLinQuest is seeking a qualified Satellite Communications Subject Matter Expert(SME) to join a team at Army Space and Missile Defense Command(USASMDC) at Peterson Air Force Base in Colorado Springs, CO.This position provides International Partnership Agreement and SATCOM SMEsupport for activities required in the effective implementation and managementof current SATCOM International Partnerships, future SATCOM Partnershipexploratory discussions, operational support, negotiation support, andintegration of new International Partners.Responsibilities:Maintain direct liaison with U.S. Military Departments, Joint Staff,Defense Information Systems Agency, the Office of the Secretary ofDefense, U.S. North Atlantic Treaty Organization (NATO) staff, and theInternational Partner Participant users of SATCOM systemsProvide SATCOM SME support for activities required in the analysis of futureNorth Atlantic Treaty Organization (NATO) Wideband and Narrowband SATCOMrequirementsProvide SATCOM SME for adjustments to current U.S. International PartnershipsPerform link budgeting analysis and associated system capability reviewsDevelop, prepare, deliver, and present reports and briefing materials asdirected for recurring and ad hoc meetings in support of the MOU. Attend andprovide reports/meeting minutes on wideband meetings including the WWG,PSR, OSWG, TIM and Steering Committee.Develop processes and procedures for providing situational awareness to eachInternational Partner regarding its Baseline Resource Allocation (BRA) andsystem usageDevelop and manage Baseline Resource Allocation monitoring tools and reports.Track and report SAR and SAA metrics.Provide document reviews, technical papers, point papers, ExecutiveSummaries (EXSUMs), written summations, General Officer (GO)one-pager briefs, weekly activity reports, and significant activity reports.Assist the Government with preparation of the required billing statements andpreparation of annual International Partner budget forecastsAssist in the development, implementation, and sustainment of a commonnetwork for secure information exchangeAssist with coordination of training and testing activities, TDYrequirements, facility upgrades, security activities, situationalawareness tools, and certification activities in support of the MOUExtensive interaction with Belgium, Canada, the Czech Republic,Denmark, Luxembourg, Netherlands, Norway, and New Zealand nationals isexpected and ensuring all information shared with foreign national personnelis releasable in accordance with International Trafficking in Arms(ITAR), other applicable export control laws, and Foreign DisclosureOfficer (FDO) or Contact Officer reviewRequired Skills and Experience:Bachelor's degreeMinimum of 10 years of Department of Defense (DoD) SATCOM experienceExperience in military operations, daily operational support, planning,coordination, , personnel, training and technical analysesExperience with planning and executing coalition operationsProficient with Microsoft Office applications - Access, Excel, Word,PowerPoint, and ProjectExperience with Communications Planning Tools: Common Network PlanningSoftware and Narrowband SATCOM Planning systemsAn active DoD Top Secret/SCI clearance (or Top Secret with SCI eligibility)QualificationsLicenses .and.
