Use Design of Experiments and Combinatorialtesting techniques as required. Develop test procedures to verify requirementsand to ensure deficiencies are adequately tested with new releases andupgrades. Generate test reports containing data analyses and recommendationsfor field, do not field or field with limitations results. Subject matterexpert providing testing expertise in support of operational test andevaluation of Upgraded Early Warning Radar Systems. Direct and/orparticipate in all phases of test management with the emphasis on userrequirements, test design and test tool selection. Analyze recorded datacollected during test evaluations and report out independent findings asprescribed by squadron guidance. Provide an independent assessment of how thesystem under test performs with regards to customer statement of requirements.Provide regular progress reports, either verbally or in written reportform, of the ongoing evaluation throughout the entire test process asprescribed and as requested.ResponsibilitiesCONUS travel may be required.Provide test support through development and coordination of documentationincluding: Test Plan, Data Management and Analysis Plan, Test ExecutionProcedures, Test Report and Detailed Analysis Report, surveys.Build test scope using Critical Operational Issues (COIs), OperationalCapabilities (OCs), Measures of Effectiveness and Suitability(MOEs/MOSs), and Measures of Performance (MOPs).Develop test approach with the purpose of performing statistical analysis toevaluate system performance. Test approach may include the inclusion ofscenario injection, M&S, or real-world system operations.Conduct test execution of the launch range integrated systems to assessmission performance.Direct data collection activities and verify all required test objectives arecomplete.Evaluate data and assess system performance using the collected test data,the validated truth data, and the methodologies and tools developed duringtest planning.Use statistical analysis methods to characterize and rate collected test data.Collect and analyze maintenance data to determine suitability to meetreliability, availability, and maintainability requirements.Build system operator and maintainer surveys to evaluate acceptability ofhuman factors, documentation, training safety, and other areas as applicable.Write technical reports to accurately describe testing accomplished,problems encountered during testing, analysis techniques, and ratings forall measures.Development and coordinate test reporting documents and briefings, ensureall documents and briefings comply with AFSPC guidance.Assist other test teams by reviewing and providing comment to test briefingsand documentation.Additional duties as assigned.QualificationsRequired Skills:A minimum of five (5) years of technical experience in DoD and USAF OT&Etest design, analysis, and test support in evaluating new and existingspace systems in a realistic environment.An additional six (6) years of direct relevant technical experience may besubstituted for education requirements.Desired Skills:Proficient in Microsoft Office applications (e.g., Word, PowerPoint,Excel, Access, and Outlook).Hands on system experience and intimate understanding of Upgraded EarlyWarning Radar system mission and theory of operation.Possess a broad understanding of statistics to include: datadistributions, data sampling techniques, confidence intervals andregression test techniques.Understanding of Design of Experiments fundamentals and able to apply DOEprinciples to test planning and post-test
