Description of Job

The Sr HR Business Partner is a hands on trusted advisor with leaders and employees to provide strategic and operational HR services. This role is a key player in employee relations and organizational development to ensure consistent and fair application of people practices across OIT. The Sr HR Business Partner anticipates and assesses people and organizational needs and develops integrated solutions to match those needs. As the primary point of contact for their assigned client group, the Sr HR Business Partner represents all HR functions while leading continuous improvement initiatives to elevate our state as an Employer of Choice. The Sr HR Business Partner is an active member of the HR Team and provides input in building policies, programs, and practices.

Primary Job Responsibilities:

  • Employee Relations and Consulting- Primary point of contact between HR Team and client groups for delivery of HR services. Provides guidance to leaders on performance management and all other employee relations matters.

  • HR Operations- Conducts workplace investigations and ensures compliance with organization and state requirements. Partners with the HR Team on delivery of services including onboarding, offboarding, training, and total rewards.

  • Organizational Development- Delivers coaching to support and enable change that builds leadership and organizational effectiveness and capacity.

  • Facilitation- Leads meetings to develop workplace solutions and also to resolve conflict among leaders and employees to create a fair and inclusive workplace culture.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Minimum of eight years experience as HR Generalist and/or HR Business Partner role

  • Experience balancing tactical delivery and strategic consulting in one role

  • Bachelor's Degree in Human Resources, Business, Communications or related field


  • Additional appropriate experience will substitute for the required education on a year-for-year basis

Preferred Qualifications:

  • PHR or SPHR certification

  • Labor relations experience

  • Public sector experience, especially in State of Colorado

  • Master’s Degree in Human Resources, Business, Communications or related field

Conditions of Employment:

  • A pre-employment background check will be conducted as part of the selection process

  • This position may require travel to locations in the metro area periodically, and locations across the state occasionally.
