Description of Work Unit

Housing & Dining Services (HDS) is a multifaceted auxiliary organization responsible for management of on-campus housing facilities, residential dining, conferences, and the CSU Mountain Campus. Other areas within HDS include the RamCard, communications, sustainability, facilities, human resources, technology services, workplace inclusion, talent management, outreach, and business services. Approximately 450 full-time staff and 1,700 hourly and student staff serve the nearly 8,000 students who live on campus, as well as numerous campus and community guests. We strive to provide our residents and guests with safe living environments, quality dining, and exceptional co-curricular experiences. We accomplish this through sound fiscal and operational management strategies, and an emphasis on the development of programs and services that are designed to enhance personal growth and global engagement. Housing & Dining Services (HDS) Technology Services is a dynamic team that supports a diverse clientele of students, staff, and guests from numerous different countries, cultures and levels of computer knowledge. Technology Services strategically partners with HDS departments by providing IT solutions that enable HDS to more efficiently and effectively fulfill its mission and vision, and continues to provide reliable, efficient, and secure Information Technology services, including networking, internet access, enterprise applications, and all related infrastructure. Technology Services promotes the effective and responsible use of current technology through excellent customer service, education, and technology expertise.

Position Summary

The DTM will manage and lead a team of four (4) developers who design and develop software and database technologies that support the mission of HDS. WDT Mission: Create, update, and maintain web-applications, software tools, and interfaces that enable students and HDS staff to work more effectively with HDS and campus systems.

Required Job Qualifications

o Bachelor’s degree in Computer Information Systems or related field with 3 years’ experience in IT field OR Bachelor’s degree with 5 years’+ experience in IT field. o Ability to reflect CSU’s Principles of Community o Demonstrated commitment to diversity and inclusion. o Demonstrated experience in highly collaborative environments. o Exceptional and proactive communication skills. o Ability to establish effective working relationships with internal and external organizations, departments, groups, and team members. o 1 Year experience with Agile Software Project Management. o Ability to turn map requirements into product features, user stories, work packets, task lists, and estimable work. o Ability to estimate project schedules with demonstrated accuracy. o Ability to report on key project metrics.

o 1 Year experience with Product Management, or as a “Product Owner”, or similar, and demonstrated experience in: - Gather requirements through facilitation of brainstorming sessions, interviews, collaboration, focus groups, etc. - Translating requirements into “user stories”/”use cases” - Working with developers to refine user stories / epochs, etc. - Prioritize features based on maximizing value to customer - Create and manage product roadmaps for customers and development team. - Work with team leader/scrum master and/or team to prioritize for sprints/cycles. - Manage Issue/Bug logs and prioritize in sprints/cycles.

o Proven critical thinking skills with a demonstrated ability to identify, analyze, and resolve issues through data collection, research, and troubleshooting.

o Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.

Preferred Job Qualifications

• 1 years’ or more experience in DevOps o 2 Years direct management experience of 3 or more programmers/developers. o Experience creating varied web-applications/software solutions, utilizing and designing databases and SQL queries; versioning systems, and Unit Testing and Build Services. o Demonstrated experience in being, or working closely with System Administrators and Network Engineers o Demonstrated experience in having worked on, or closely with, help-desk teams in order to delegate support of developed products. o Ability and/or experience with leading teams of developers and system administrators. o Experience with continuous delivery concepts and integration tools, like Jenkins. o Experience with Automated Testing concepts and tools. o Strong understanding of Infrastructure as Code (IaC) concepts • 1 years’ or more experience in Agile o Experience as an Agile coach o Experience with an Agile framework such as SCRUMBAN o Ability to potentially coach other areas of HDS-TS on Agile practices. • Demonstrated experience in defining and enforcing standards, documentation practices, training, performance metrics/plans and adopting vision/mission of an organization into team culture • Experience in .NET development: C#, Visual Studio, .NET, ASP.NET, Entity Framework, MVC, Javascript, JQuery, HTML, CSS, designing databases and SQL queries; versioning systems, and Unit Testing and Build Services. • Demonstrated experience with build vs. buy decisions. • Demonstrated experience with consulting. • Demonstrated experience with vendor management and integrating outsourced teams/consultants for large project implementations. • Demonstrated experience and certification in Business Process Analysis, and experience with Business Process Mapping and feature prioritization techniques. • Experience in Higher Education. • Experience in Housing & Dining. • Experience working with (or as a) Business Relationship Manager.

o Work with DTL to manage daily, weekly, monthly, quarterly, semi-annual, and annual tasks and communications. o Monitor and assess task completion and employee performance in the following ways: - Ability to meet deadlines - Quality of work - Ability to function harmoniously with team, and other members of Tech Services, HDS, DSA, and CSU. - Behavior in accordance with Principles of Community. o Create reports, or manage automated reporting, for Director of Tech. o Set direction, paths for change, design business systems, etc. in order to enable WDT to meet increasing demands from HDS, without negatively impacting quality of work and quality of life for the team. Possible Examples: - Work with HDS Tech Services Director to create and utilize performance metrics for the WDT team. - Implementing more: Balance escalated support vs. triage with help desk (CPAS) team. • Meet regularly with CPAS (Help Desk) to ensure all minor/routine support matters are offloaded and are handled appropriately. • Review with team cases that appear to be period, cyclical, or do not require escalation and determine how to either permanently resolve, simplify, or triage with help from CPAS (Helpdesk). - Develop more formalized Agile structures (e..g rituals, artifacts, etc.) for the team - Continuously improve project management process and adjust culture to manage tasks/projects more collaboratively. For example, rather than give entire projects to single project leads, it could be resigned to better organize work packets for collaboration to increase total knowledge of a given application and to increase throughout.

Duty/Responsibility

o Gather requirements, Business Process Analysis, Manage projects and products systematically for the team. - Meet with stakeholders to define, refine, and valuate new features, systems, etc., in order to prioritize them for the WDT and professionally solicit feedback and, handle issues and challenges accordingly. - Facilitate decision making and help define decision criteria for stakeholders in order to make solid recommendations on Build vs. Buy decisions. - Manage project/product schedules/timelines, deliverable deadlines, sprints, set goals, schedule meetings, manage design work, etc. in accordance with the prioritization procedure managed by the Tech Services Leadership Team and Director. - Follow project management framework and manage projects to meet deadlines, at a rate of quality that is acceptable to users and is in accordance with industry best practices, and on budget. - Create and manage “product roadmaps” for each service, integration, web-application, developed software and follow framework for product management. - Prioritize bug fixes vs features and release work to the team in sprint cycles with feedback from team, and little to no guidance from DTS.

Duty/Responsibility

o Hire, train, supervise, advocate for, and develop employees on the Development Group team and provide candid feedback to peers in the Tech Services Leadership Team. o Hire fully qualified team members who are a good fit for the team, HDS, and CSU, when needed, in accordance with CSU/HDS/Tech Services hiring practices. o Develop/Manage/Document/track training program for all new hires and/or current employees. Training, in this sense, refers to acquiring on the job skills, knowledge needed to do daily work. o Supervise employees in accordance with all standard HDS, DSA, and CSU procedures, including, but not limited to, evaluations, SMART goals, and work plans. o Advocate for the web application and developer team by representing their desires and goals in all ways that embody the HDS value of “Commitment to Students and Staff”, routinely performing salary comparisons (for SALX) in accordance with CSU/DSA/HDS policy, and in following the key priority of “Creat[ing] a thriving, healthy, work environment for our staff.” o Develop a 5 year employee development plan for each permanent staff member on the team. Development, in this sense, refers to education, networking, or experiences that further the employee’s career.

o To assist the Director of technology services in setting policies, standards, procedures, etc., and to collaboratively provide HDS Technology Services leadership that empowers the every member of our unit to enable HDS to effectively accomplish its mission, vision, and goals. o Represent the department in the absence of the director, or as delegated by the director. o Act as an agent of change, whenever necessary, in order to fulfill leadership goals. o Produce budget requests for Development Team.
