Responsibilities

Program Applications Specialist-Application Coordinator (eCMS)/ PD#19039-0

Responsible for orientation of new employees to NCO software applications, databases and functions. Incumbent will also be the point of contact for all questions from existing staff regarding software applications, databases, and functions. Incumbent will develop expert knowledge in eCMS, FPDS, PPIRS, IFCAP, as well as future acquisition related applications, and be a resource for addressing questions and training needs for the NCO. Training will frequently be provided on an individual basis, but will also be provided to groups. Provides training to new users of automated systems used by the NCO staff. Performs long term planning, establishes annual training programs, and reviews and evaluates training development, and evaluates contracting staff. Plans, integrates, and schedules training program, sets priorities, and furnishes advice and assistance as required to resolve problems and ensure efficiency of training operations. Ensures operation of an effective system of internal controls by periodically reviewing internal control measures and initiating needed revisions on at least an annual basis. Defines training responsible for orientation of new employees to NCO software applications, databases and functions. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-11 position you must have served 52 weeks at the GS-09 level.

Specialized Experience (GS-11):

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Retrieves information from, enters information into, or coordinated through the electronic contract management system (eCMS), integrated funds distribution, control point activity, accounting, and procurement (IFCAP) system, federal procurement data system-next generation (FPDS-NG), National Logistics Database using Proclarity, or any other automated system, either existing or new, that relates to and is used in operations. Directly responsible for developing and/or coordinating, and compiling statistical and informational data. Provides orientation to new employees on software applications, databases, and functions. Provides training in individual basis, groups, and to new users of automated systems. Incumbent is the Automated Data Processing Applications Coordinator (ADPAC). Knowledge of management analysis and program analysis principles, theories, and practices.
