Office of the Secretary of the Interior IT SPECIALIST in Lakewood, Colorado

Summary

This position is part of the IBC HRD Payroll Operations Division, Office of the Secretary of Interior, Human Resources Directorate, Payroll Operations Division, Payroll Systems Management Branch. The Payroll Systems Management Branch is responsible for designing, developing, implementing, and maintaining specialized payroll-related automated processes.

Responsibilities

Serves on a team that acts as a subject matter expert and has technical authority in data processing capabilities, configuration management, and data administration.

Performs work involved in planning, developing, implementing, maintaining, operating, enhancing, and evaluating hardware and other software programs.

Work with senior staff and Office of the Chief Information Officer of the Department of Interior on networking, server administration, and database administration.

Qualifications

In addition to meeting specialized experience requirements, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

For the GS-11:

A. Applicants must have at least one (1) year of specialized experience at the GS-09 level, or equivalent. Specialized experience includes implementing new or modified system or subsystem requirement's, providing training or work instructions to users; utilizing knowledge of software development cycle and IT concepts, principles, methods and practices to design, write, test, debug and maintain software applications. AND have IT-related experience which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

OR

B. A Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Applicants must have at least one (1) year of specialized experience at the GS-11 level, or equivalent. Specialized experience includes to independently developing and/or enhancing automated systems; experience providing leadership and guidance to junior staff; experience in data gathering techniques, applying the techniques, analyzing input from several users, and defining requirements in a way that will accommodate a variety of needs; experience in database management systems, query languages, table relationships sufficient to generate complex queries, reports and/or develop software programs AND have IT-related experience which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
