Office of the Secretary of the Interior PERSONNEL SECURITY SPECIALIST in Lakewood, Colorado
This position is part of the IBC HRD Security and Drug and Alcohol Testing Div, Office of the Secretary of Interior. The incumbent will be responsible for providing support, guidance and assistance in support and administration of the IBC Personnel Security and PIV Credentialing Programs.
Provides input into implementing policies and procedures for the personnel security program within the agency or organization.
Performs routine functions necessary for the effective implementation of the PIV and identity management programs.
Provide input in developing training standards and guidelines as needed.
Provides training and certification to IBC employees involved in the PIV and identity management processes and ensures that all individuals involved in the processes are appropriately trained and certified.
Processes background investigations and makes adjudicative determinations for suitability and national security.
Supports and administers a nationwide security program which provides technical advice, guidance and assistance to the management and staff of the IBC and its external clients.
Conditions of Employment
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in: applying HSPD-12 and FIPS 201-2 policies; troubleshooting and resolving issues to ensure secure and effective PIV credentialing; initiating and reviewing background investigations; automated personnel security programs/systems daily for input, output analysis; assists with enrollment and sponsoring in USAccess and DOI Access; utilizes NP2 Portal, OPM PIPS/CVS, or other agency specific personnel security tracking system.; OR B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields Human Resources, Organizational Management, Criminal Justice, Liberal Arts (Psychology); OR C. A Combination of education and experience as list above. At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: collaborating with other personnel security specialists in developing innovative solutions to resolve problems in existing security systems and programs; providing advice in and/or developing interpretations related to HSPD-12 and FIPS 201-2; adjudicating suitability and national security background investigations and written documentation associated with adjudication determinations; running reports from USAccess and DOI Access.; OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields Human Resources, Organizational Management, Criminal Justice, Liberal Arts (Psychology); OR C. A Combination of education and experience as list above. At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: contributing to policy development; providing support and transition of new customers to the personnel security program; providing guidance and support regarding PIV credentialing program to customers; training staff; serving as the system administrator assigning roles in USAccess and DOIAccess. Identifying and resolving conflicting issues and overlapping requirements to ensure a comprehensive, secure, and effective PIV credentialing and identity management program; writing interrogatories and making final suitability and fitness adjudication determinations. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
