Office of the Secretary of the Interior Personnel Security Specialist in Lakewood, Colorado
This position is part of the IBC HRD Security and Drug and Alcohol Testing Div, Office of the Secretary of Interior, The incumbent will be responsible for providing support , guidance, and assistance in support and administration of the IBC Personnel Security Program.
Reviews IBC Security Clearances and special accesses to include adjudication investigation results and respective documentation related to applicant or employee interviews and final decisions on whether to grant, deny, etc. security clearances.
Advises on procedures to follow for adverse security determinations and employee rights. Makes analytical determinations whether security clearances should be granted, suspended, etc. and advises the applicable office and/or manager.
Adjudicates all public trust positions for suitability. Prepares letters and correspondence regarding adjudication determinations, decisions and request for information from applicants and employees.
Determines and documents position sensitivity levels. Coordinates with IBC, DOI, IBC Contracting Officer Representative and OPM to ensure investigations and clearances are obtained.
Identifies and notifies individuals needing Tier 1 background investigation. Adjudicates suitability and personnel security cases. Safeguards information and is responsible for periodic reporting requirements.
Periodically represents IBC at inter and intra-agency conferences and meetings. Maintains liaison with the Department and with public and private agencies to promote and encourage cooperation and understanding of the IBC Personnel Security Program.
Maintains an operational liaison relationship with all IBC Directorates and/or organizations regarding the position sensitivity designations, proposed or recommended adverse actions related to personnel security matters.
Conditions of Employment
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience working in a Personnel Security Office or Card Credential Facility; experience determining level of and initiation of background investigations for federal and contract positions; experience reviewing background investigation and responding to any questions in resolution of issues; experience requesting and updating Homeland Security Presidential Directive - 12 (HSPD-12) Smart Cards through USAccess or other automated systems; and experience reviewing Low Risk Positions for pre-employment and suitability issues.; OR
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: Human Resources, Organizational Management, Criminal Justice, Liberal Arts (Psychology).; OR
C. A combination of education and experience as listed above. Only experience and education obtained by the closing date of this announcement will be considered. A written test is not required.
