This position is part of the IBC HRD Personnel and Payroll Systems Division, Office of the Secretary of Interior. The incumbent will be responsible for serving as the Program Manager and providing supervision and oversight over the Personnel and Payroll Systems Division's (PPSD) Programs.
Oversees an integrated HR/payroll system offered to 51 federal agencies.
Oversees two time and attendance systems offered to dozens of federal agencies.
Oversees budget across all service areas in the Division.
Provides holistic program management across the Division, to include long- and short-range planning.
Establishes and revises goals and objectives for the program.
Provides financial and budget management, and resource allocation and distribution.
Establishes performance standards and criteria, organizational design and work operations, program administration, the full range of personnel management, and operating policy for the Division.
Conditions of Employment
At the GS-15 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: supervisory or management oversight of a multi-layered organization that provides federal human resources and/or payroll systems or services to client organizations outside of the organization; program management, budget management, and information technology systems change management. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education does not substitute for experience.
