Tri-State Generation and Transmission Association, Inc. Resource Dispatch & Trading Technical Training Analyst I, II, III or Senior - Exempt (IRC34926) in Westminster, Colorado

Brief Posting Description

Develop, deliver, and maintain technical training programs to assure compliance with NERC Reliability Standards, NAESB electric and gas business practices, FERC Standards of Conduct, Market Transparency Rules, Tri-State's Energy Trading Risk Management Policy, Organized Market business rules, and related Tri-State and departmental policies, procedures and guidelines. This position will also perform operational analysis, develop best practices, evaluate and implement procedures, investigate workflow and improve critical decision making applicable to the functions performed by Resource Dispatch and Trading staff.

In 2021, Tri-State plans to participate in two energy imbalance markets in the Western Interconnect, the Southwest Power Pool Western Energy Imbalance Service (WEIS) and the California Independent System Operator Western Energy Imbalance Market (WEIM). This position will play a key role in our success in these markets, as well as in future opportunities to participate in a Western Interconnect Regional Transmission Organization (RTO).

NOTE : There is one position available and this position will be filled at either the Resource Dispatch and Trading Technical Training Analyst I (NB17), Resource Dispatch and Trading Technical Training Analyst II (NB19), Resource Dispatch and Trading Technical Analyst III (NB21) or Senior Resource Dispatch and Trading Technical Training Analyst (NB23). This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Hiring Salary Range: $55,000-$69,000

Resource Dispatch and Trading Technical Training Analyst II

Hiring Salary Range: $67,000-$84,000

Resource Dispatch and Trading Technical Training Analyst III

Hiring Salary Range: $81,000-$102,000

Senior Dispatch and Trading Technical Training Analyst

Hiring Salary Range: $99,000-$123,000

Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skill level.

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Develop, maintain and continually update an Initial Training Program for new employees, including the oversight of a Trainee Program for full-time staffed Trainee positions.

  • Provide training resources and technical support for NERC System Operator Certification exam preparation.

  • Develop, evaluate and maintain a relevant Continuing Training program to support NERC System Operator credential maintenance.

  • Promote mentoring, coaching, and On the Job (OJT) training skills of experienced staff to support Initial, Continuing, and continuous cross training of 24x7 personnel.

  • Maintain training records for compliance evidence to demonstrate that Resource Dispatch & Trading personnel completed training using a systematic approach.

  • Track NERC System Operator credential maintenance status to ensure timely certification renewal.

  • Provide technical training and compliance review of internal procedures, processes, and workflow models to support business needs, reliable operations, critical decision making and compliance.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

OTHER DUTIES/RESPONSIBILITIES:

  • Subject Matter Expert for NERC Reliability Standards applicable to the functions performed by Resource Dispatch and Trading staff.

  • Participate in training workgroups to represent the training needs of the Generator Operator function within the CAISO RC West and SPP RC West footprints, and other training related forums as could benefit Resource Dispatch & Trading training programs.

  • Perform other related duties as assigned

REQUIRED JOB QUALIFICATIONS:

Education and Training:

  • Bachelor's degree in Business Administration, Math, Science, Engineering, related discipline, or equivalent experience.

Knowledge, Skills, and Ability:

  • Must be NERC certified or willing to obtain certification within 12-months of hire and the ability to maintain certification.

  • Working knowledge of interconnected electric utility systems and related equipment.

  • Ability to communicate technical information to both technical and non-technical employees and others.

  • Ability to apply technical knowledge in conjunction with training techniques.

  • Ability to develop training courses using a Systematic Approach to Training.

  • Ability and to provide coaching and feedback.

  • Ability to make presentations to large groups in a training environment.

  • Knowledge of relevant NERC standards.

  • Proficient computer application skills particularly in PowerPoint, Word, Excel and Outlook.

  • Knowledge of organized markets and Regional Transmission Organizations (RTO's).

Experience:

  • Eight (8) or more years (or equivalent combination of experience and education).

Other:

  • Willingness to travel, as required.

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS:

  • NERC System Operator Certification.

  • Prior experience or coursework in training.

  • Electric utility system operations role experience.

NOTE : The above requirements describe the experience and education qualifications for the Senior Resource Dispatch and Trading Technical Training Analyst. Those with less experience will be hired at the level I, II or III.
